The supported vendors to try on host, in preference order. An empty list leaves default engines on portable Kotlin. Linux and Windows fall back to OpenBlas; macOS uses system Accelerate. Windows shares Linux's architecture and manufacturer order, with DLLs from absolute directories on PATH. Performance eligibility belongs to the platform engine policy, separately from library availability.
